Parking

The main drag of town is State Route 34 (Main Street), which is a public parking area. The Borough does allow street parking along same side streets. Please be courteous and respectful to business customers as well as your neighbors. If you are a tenant and your rental has provided parking, please use that parking first. 

There is to be no parking in yards and no parking in any public right-of-way. Per the Borough Ordinance 27-916.

Nuisance

Please aim to be courteous and respectful of the people who surround you. The borough is trying to watch the health, welfare & safety of others. There are many types of nuisances, you can view the Borough's ordinances for more information. Ordinance 10-201 & 10-301.

Winter Maintenance

Per the Borough Ordinance 21-201, there is to be a 36 inch wide path cleared of all snow and ice within 24 hours after the snow or ice has ceased to fall or form. Sand, salt or abrasive material must be distributed to prevent others from falling. 

Noise

It shall be unlawful for any person to make, continue or cause to be made or continued any loud, unnecessary or unusual noise or any noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others within the limits of the Borough  (Ordinance 10-101). Property Vegetation Maintenance

When cutting your lawn please do not project the clippings onto the road or sidewalk. Should this occur please clean the clippings up immediately to minimize the safety hazard. 

 Grass and weeds should not exceed 8 inches in height. Borough ordinances 11-206 states the maintenance requirements. Any growth or underbrush, noxious weeds or unsightly objects shall be removed per Borough ordinance 10-303.

Animals

Per Borough animal ordinance chapter 2 no animals are permitted to be running at large. Any outside animal must be confined at least 25 feet from any dwelling unit or property line. Anyone who has an animal whether inside or outside must conduct good sanitary practices, droppings must be disposed of properly and cleaned up, & food must be kept in a container. 

Chickens are permitted in the Biglerville Borough; however, all chickens must be confined following the animal ordinance guidelines and a drawing showing placement of enclosure must be submitted to the Borough Office for the Code Enforcement Officer to review

Permits

Generally permits are necessary to upgrade your property. There are a few exceptions, please contact the office or the code enforcement/zoning officer.

Open Fires & Burning

The only type of fire that does not require a permit is one used to cook food provided it is in a fire ring, fireplace, charcoal or gas grill. 

Fires should always be attended continuously by an adult property owner who is not under the influence and a functioning fire extinguisher should be readily available.

All fires should be at least 30 feet from any building.

Fireworks

Per Ordinance 6-601 the Borough does not permit anyone to discharge consumer fireworks on Borough streets, sidewalks or property. The Borough also has a Nuisance Ordinance that includes noise and disturbances.

Indoor Furniture

The Borough ordinance 8-2023 states no person shall maintain an unenclosed porch or exterior attachment with any furniture not intended for exterior use. Indoor furniture is not designed to outstand any outdoor conditions.

Garage/Yard Sales

The Borough does not have a permit and does not charge a fee to hold a garage/yard sale at your property.
